The last post I saw on this was from 2010, so can anyone tell me on new construction appraisals, does the appraiser still have to state the month and the year the subject received the Certificate of Occupancy? 

(I did receive the HUD Form 9241 from the client).

No.  The following was cut and pasted from the "FHA Appraisal Report and Data Delivery Guide", page 16.
