instead of conventional style steps, subject has a tight spiral staircase leading from deck to lower level, which seemed to me could be a challenge and/or safety issue for some people to use.   I do not want to automatically label it as a safety hazard but would like to require an inspection, but don't know who would perform it. I have looked over fha guidelines before and have never found anything that indicates minimum size or style for steps.

any thoughts on how this should be handled and who should be listed as the type of person to perform a safety inspection?

it does have a handrail. would have definitely called it a safety hazard if it didn't.

Then its as safe as a spiral staircase can possibly be.

Does FHA specifically state that spiral staircases are not allowed?

FHA has no issue with spiral stairs. It's not a safety issue.
